New Rules Effective August 2015

For many years, the only Confined Space standard from OSHA covered just general industry. Now, after over 20 years of development, OSHA has released a new Confined Space standard for the construction industry.

The new standard goes into effect in August 3, 2015. It deals with the many Confined Space issues specific to the construction industry and gives detailed guidance that has for years been lacking in the construction industry.

Specifically, the standard places new requirements for evaluating, planning, and monitoring confined space activities not previously required at construction job sites.

Just Announced!

OSHA is instituting a 60-day temporary enforcement policy of its Confined Spaces in Construction standard. Full enforcement of the new standard, which goes into effect Aug. 3, is being postponed to Oct. 2 in response to requests for additional time to train and acquire the equipment necessary to comply with the new standard.

During this 60-day temporary enforcement period, OSHA will not issue citations to employers who make good faith efforts to comply with the new standard. Employers must be in compliance with either the training requirements of the new standard or the previous standard. Employers who fail to train their employees consistent with either of these two standards will be cited.

A necessary part of many construction projects includes entry of confined spaces such as manholes, crawl spaces, pits, tanks, and anything not suitable for continuous occupancy that puts workers at risk due to the sheer difficulty of exiting.

About Your Presenter

Michael Lawrence is principal of Summit Safety Technologies. He is an accomplished safety manager, technical trainer, and instructional designer, and has been training adult workers and safety professionals for over 20 years. He is a frequent speaker and is recognized for his expert knowledge of safety regulations, safety management systems, business continuation planning, and emergency preparedness.

Lawrence has over 35 years of experience that includes 16 years in safety and technical training, 14 years Naval Aviation experience in aircraft maintenance, electronics technology, and safety, and 6 years as an independent safety consultant providing guidance on construction and facilities maintenance projects. His military contributions resulted in several awards, including the Navy Achievement Medal, and numerous awards from the Navy League of the United States for his volunteer work as a Commanding Officer with the U.S. Naval Sea Cadet Corps. Lawrence's volunteer work also includes 10 years as a CPR & First Aid Instructor Trainer for the American Red Cross.

Lawrence is certified in Safety & Health Systems for Small Business, Instructional Design, and as a Performance Based Equipment Trainer (PBET).
